PDP CARITAS

West Asia Office

One regional office is being defined for Persian- and Arabic-language communication within PDP CARITAS. A person's language does not establish where they live or whether a programme applies to them.

This page describes possible service pathways and the responsibilities that would have to be settled before any activity opens. The office is not announcing an appointed director, an intake route, enrolment or an operating programme. The older Persian- and Arabic-speaking URLs remain available with a transition notice; French and Russian pathways remain preparatory.

How a pathway would be activated

For a defined audience and need, the responsible PDP role would first approve a scope, resources and safeguards. The West Asia Office could then prepare equivalent Persian or Arabic information and coordinate the correct contact or referral. A qualified provider would perform regulated work. An activity, responsible contact and output would be published only after the relevant authority, agreement and delivery capacity are established.

Possible PDP capability pathways

Each pathway below is a documented possibility, not an offer to receive cases. Its dossier identifies activities, possible outputs, qualified-provider limits and activation conditions.

Education and practical learning

We propose learning pathways for people and institutions facing barriers to knowledge and practical skills. Our proposed scope brings together professional development, multilingual learning, international educational cooperation, talent development, learning in humanitarian settings and institutional learning.

Illustrative pathway: a multilingual learning brief identifies a learner group and practical objective; PDP could prepare an accessible guide and workshop plan, then ask an authorized instructor to review delivery. The output would be a dated plan and resource pack, not a qualification or an open course.

Humanitarian support and community resilience

We propose practical support for communities facing hardship, displacement or barriers to services. Our role would combine proportionate needs assessment, coordination of defined assistance and responsible referral. We aim to connect immediate support with learning and community resilience.

Illustrative pathway: a documented local need could lead to a narrowly defined assistance plan, fair selection criteria and a consent-based referral map. PDP could coordinate information and supplies if approved; licensed care and case decisions would remain with qualified providers. Delivery records would omit unnecessary personal details.

Research and institutional studies

We propose research that helps institutions understand educational needs, humanitarian challenges and cooperation options. Our role would be to examine authorized sources, explain methods and distinguish findings from interpretation.

Illustrative pathway: PDP could define a question about multilingual access, record which public sources may be used, compare approaches and publish a dated brief with methods and limits. Interviews or protected data would require a separate protocol and consent. The brief would inform discussion, not certify a programme’s effect.

International institutional cooperation

We propose structured cooperation between institutions working across national, cultural and linguistic boundaries. Our role would be to facilitate dialogue and prepare a shared plan while keeping each organization’s legal identity and responsibilities distinct.

Illustrative pathway: two institutions could first compare objectives and prepare a non-binding concept note, responsibility matrix and draft timetable. PDP could coordinate discussion and document open decisions. Joint delivery, representation or funding would begin only after each entity approves the scope and its authorized signatory completes the required agreement.

Multilingual access and community orientation

We propose multilingual information pathways for people who encounter language barriers when approaching institutions or learning opportunities. Our role would be to make public information understandable and help route requests to the appropriate responsible contact.

Illustrative pathway: an approved public notice could be translated into equivalent Persian and Arabic versions, checked for plain language and linked to the correct authority or learning provider. PDP could maintain the version record and contact map. Certified translation, immigration advice and medical decisions would remain outside this pathway.

Institutional development and accountable administration

We propose practical tools for teams that need clear responsibilities, reliable records and understandable reports. Our role would be to help organize administration while keeping legal authority, executive responsibility and independent review distinct.

Illustrative pathway: an organization could request a responsibility map for one proposed project. PDP could prepare a draft role matrix, decision log, budget template and retention schedule for that entity’s review. The entity must approve access and sign-off rules; the templates confer no legal authority and are not an audit opinion.

Religious and spiritual community support

We propose examining a community-support pathway for people who voluntarily seek religious information, spiritual accompaniment or dialogue. Possible activities include discussion meetings, authorized religious resources and referral to an appropriately recognized spiritual contact.

Illustrative pathway: a voluntary discussion meeting could use an authorized text, a named responsible contact and a clear privacy notice. PDP could prepare the meeting plan and referral information only after its scope is confirmed. Worship, pastoral authority or religious recognition cannot be inferred from the proposal.

Culture, heritage and dialogue

We propose cultural learning and dialogue that help communities share traditions and understand one another. Possible activities include voluntary discussion events, exhibitions of material we are entitled to use, consent-based oral histories and intercultural learning resources.

Illustrative pathway: a small intercultural event could invite contributors to share material they are entitled to use, record each person’s consent and prepare an accessible catalogue. PDP could coordinate the programme and permissions. Protected objects, conservation and cross-border movement would require competent authorities and specialist partners.

Volunteering and responsible participation

We propose a framework for people to contribute time and skills to defined educational or community activities. Possible roles include supervised translation support, event assistance and preparation of learning resources.

Illustrative pathway: a supervised translation-support role could have a written task, time limit, induction, named supervisor and withdrawal route. PDP could record participation and agreed expenses after programme approval. The role would not replace paid specialist work, qualify a volunteer professionally or create a visa entitlement.

Donations, grants and responsible resource development

We propose preparing resources for clearly defined educational, community or humanitarian initiatives. Possible work includes project proposals, budgets, grant-eligibility reviews and plans for monetary or in-kind support.

Illustrative pathway: a proposed learning project could receive a costed budget, grant-eligibility check and draft funding note. PDP could prepare those documents for the responsible entity’s review. Receiving money, issuing receipts or promising donor benefits would require approved accounts, authorized signatories, accounting controls and the applicable legal basis.
